메모
- 정책 확인은 절대로 모델을 호출하지 않으며, 스트리밍하지 않으며, 포인트를 소비하지 않습니다.
- 키가 쉴드를 비활성화하거나 요청이 옵트아웃되면 Prompt Shield 스캔을 건너뜁니다(
skipped: true). would_block은 현재 보호 모드를 반영합니다.BLOCK판정은shield_mode가blocking인 경우에만 차단됩니다.
